First International Folk Festival of the Ethnic Art “Altyn-Maidan - Elbrus” was opened in the boarding house “Cheget” in Prielbrussie. It is held through the support of the Ministry of Culture of Kabardino-Balkaria and is timed to Balkars’ Rebirth Days. Dancing groups and actors from Tatarstan, Udmurtia, Chuvashia, Bashkortostan, Dagestan, the Republic of Sakha-Yakutia, Komi and the city of Tumen take part in the Festival.

I tried to take the President's address from two points of view: as a citizen of the Russian Federation and as a leader of one of the republics. The address was expected with a great interest because a new approach was applied to make it. Preceded by lively public debate in the media, it has virtually become a program of action for the near and mid-term prospects. In his "Go, Russia!" article published on the presidential web side a couple of months ago, the president urged people to come up with their proposals on the country's development. I think it is a sign of the increasing role of the democratic society in our country. I paid attention to the main objective of the strategic directions of the development suggested by the President - to change living standards of the people. The address gave me as the leader of the region a splendid opportunity to compare my actions with plans and ways of their realization suggested by the head of the country. Comment on the address close in the tracks can not presuppose a thorough analysis, which will be done later. Now I would like to stress the main thing I feel: I have become more confident that Kabardino-Balkaria is developing in the right direction. We have got a lot ahead, but no job is a burden if the objective is clear, when you know you are right and your efforts are not wasted. We shall create "a society of intelligent, free and responsible people" based on democratic institutions. Life does not give us any other choice. |

A glass-furnace has been launched at a new glass-works in the town of Chegem of the Chegem District of Kabardino-Balkaria. It is working in a test mode but by the mid November it will work at full capacity. The project initiator LVT Ltd spent 1 330 mln. roubles on it. About 900 mln. roubles of the total sum are the credit of "Rosselkhozbank". 610 mln. roubles are spent on the purchase of the equipment. Annual tax payment will be about 211 mln. roubles. Annual gross output will be 800 mln. roubles (140 mln. product units yearly, the output is 160 tones of fluid glass per day). Two out of three planned autonomous lines have been installed. Modern production of glass packaging using Czech equipment will enable to produce glass bottles of 50 grams to 3 liters. |

An Agreement on intentional training of specialists was signed between the Ministry of Culture of Kabardino-Balkaria and St. Petersburg State University of Cinema and Television (SPSUCT). The document is signed by the Minister of Culture of KBR Ruslan Firov and the rector of SPSUCT Alexander Belousov. Klim Lavrentiev, the secretary of the Russian Union of Filmmakers and Vladimir Vorokov, the chairman of the KBR Union of Filmmakers witnessed the ceremony. |

World Heavy Weight Free Style Wrestling Champion Bilyal Makhov won the vote for the best sportsman of September. He got 59,1 % votes of TV channel "Sport" viewers and visitors of Sportbox.ru, compared with Evgenia Kanaeva's 47,1 %, who won 6 gold medals at the World Rhythmic Gymnastics Championship. The names of Elena Isinbaeva (Track and field athletics), Irina Kalentieva (Bicycle Racing), and Egor Mekhontsev (Boxing) were also included into the voting list. |

Vice Prime Minister of the Russian Government Dmitry Kozak took part in the ceremonial opening of the second level of the Elbrus cableway. "Russian government continues construction of all projects of mount resorts in the North Caucasus it has initiated before" - Kozak told journalists. According to him the position of the government of the Russian Federation is "to finish all projects initiated before. We have restructured the "South of Russia" programme to accomplish this task". "These are crisis management measures at the same time" - the Vice Prime Minister added. He also said that 18 billion rubles had been allotted to Kabardino-Balkaria, Karachai-Circassia, North Ossetia, and Dagestan for the mountain resort development. |

The third level "Mir" (3500m.) - "Garabashi" (3870 m.) is expected to be commissioned after the second one. Its capacity is 1600 people per hour and the length is 1700 meters. It will be the biggest cableway in Europe. |
