Days of Kabardino-Balkaria were held in the Federal Assembly of the Russian Federation

Members of the upper house of the Federal Assembly got acquainted with one of the subjects of the new North Caucasus Federal District within the framework of the event. Enlarged sessions of the Federation Council committees on education and science, social policy and health care, industrial policy, youth, tourism, and culture were held with participation of KBR state authorities. Condition and prospects of KBR education and science development were discussed considering the legislative aspect of the issues. Questions of industry and transport infrastructure development as well as prospects of raw product extraction restoration at the Tyrnauz tungsten-molybdenum field, demographic policy, tourist-recreational activities, foreground directions and measures of sate support of the development of national culture were touched upon.

Presentation of the exhibition of investment, industrial and tourist potential of the republic was held to the rousing Caucasian tunes in the lobby of the Federation Council of the Federal Assembly building. Chairman of the Federation Council Sergey Mironov welcomed KBR delegation. “Welcome Kabardino-Balkaria!” – he addressed to the guests. He highly appreciated displays of the region, thanked honored actors of KBR Asiyat Cherkesova and Alim Teppeev and dancers of the State Folk Dance Ensemble “Kabardinka” and State Song and Dance Esnsemble “Terskie Kazaki” for brilliant performance.     

Arsen Kanokov in his turn thanked the Federation Council for the opportunity to show the republic of the present day, to speak about achievements and problems to be solved.  

Enterprises of various types were presented at the show. “Sevkavrentgen-D”, a factory on x-ray equipment manufacture, Volzhanin Bus Plant, “Terekalmaz”, Tyrnauz crushed stone plant, pharmacy “Farma-International”, Nalchiksky machine-tool plant, agrarian holding “Veles”. Separate stands were devoted to tourist, education and science potential of the republic. Clothes designed at the national costume studio of Madina Khatsukova were exhibited within the framework of the presentation of decorative and applied arts.

Arsen Kanokov says that holing days of a subject of the Russian Federation in the Federation Council fully answers the mission of the upper house of the Federal Assembly, the house of regions of the Russian Federation. It also contributes to effective dialogue between federal and regional lawmakers and heads of subjects in order to resolve urgent issues of regions. “The republic of Kabardino-Balkaria is open to innovation processes, it becomes an attractive region for investments” – said Arsen Kanokov. He noted that republican consolidated budget revenues had considerably increased while subsidies had reduced from 70% to 54% within 5 years. Arsen Kanokov believes that the republic’s development high pace is ensured thanks to the promotion of small and medium entrepreneurship. KBR government renders active support to businesses providing subsidies and privileges, including compensations of interest costs on bank loans and leasing agreements on 50 investment projects.          

The Chairman of KBR Parliament Anuar Chechenov said that KBR vital issues were considered; offers on updating legislation in the sphere of education, development of recreation areas, tourism were also referred. Lawmakers exchanged opinions on the most urgent problems of agricultural manufacturing, access of domestic   agricultural commodity producers to the Russian home market. “Regions are interested in coordinated joint activities of regional lawmakers and the Federation Council in order to make necessary laws and subordinate legislation. Days of subjects in the Federation Council contribute to this process” –Anuar Chechenov thinks. 

Next day the 273 cession of the Federation Council of the Federal Assembly was held. Members of the Federation Council made a decision “On State Support of socio-economic development of the Republic of Kabardino-Balkaria”. The decision supports the idea of creation special economic and tourism-recreational areas in Kabardino-Balkaria. It also suggests carrying out technical re-equipment of the construction industry and reconstruction of medical and health-improving institutions, creation regional centers of training sportsmen on a number of Olympic sports. Authors of the document suggest considering the possibility of rendering Kabardino-Balkaria financial aid from the federal budget to support regional enterprises and co-financing regional investment projects.  

“Support of the Federal center is required to ensure qualitative realization of the Strategy of socio-economic development of Kabardino-Balkaria up to 2030”- emphasized the  Deputy Chairman of the RF FA FC Committee on Regional Policy who presented a draft decision. According to the event participants, days of KBR in the Federation Council became on of the main events both for the region and the upper house of the Federal Assembly of the Russian Federation.
