The President of Kabardino-Balkaria Arsen Kanokov held a meeting with the heads of administrations of municipal districts of the republic. Questions of pecuniary aiding and enabling the jobless to open their own small businesses were discussed at the meeting.

The heads of municipal administrations addressed Arsen Kanokov with the request to simplify the system of pecuniary aiding allotment for the indigent. According to the Federal Law 131 these questions were handed over from municipal administrations to the republican ones. The procedure of paper coordination with the KBR Ministries of Finance and Health and Social Development to get money from the budget takes too much time.  

Arsen Kanokov ordered the lawyers that they develop the project of the republican law to simplify the procedure. At the same time he recommended the heads of municipal administrations creating their own district off-budget funds for social assistance. He suggested attracting entrepreneurs who run their business on the territory of the districts and can act as sponsors. Anuar Chechenov, the head of the Government of KBR, informed the participants of the meeting that the deputies of the KBR Parliament will initiate amending the federal law.   

The question of realization of the republican program of extra measures to reduce tension on the labor market was also discussed at the meeting. The program has been functioning in KBR since June 2009. In  accordance with the program the jobless can get a one-time subsidy of 58,8 thousand rubles to open a business. 

As the head of the State Committee of KBR on employment Mukhamed Kodzokov says agreements on organization of business activity and self-employment were signed with 100 jobless who are  on the books within the employment service. According to him they have already registered themselves as entrepreneurs and are going to produce building metal goods, plastic windows, breed cattle and keep poultry, as well as render passenger transportation service and transport maintenance.   Mukhamed Kodzokov explained that such a policy will enable KBR powers to place 2 more thousand people in a job. He asked the heads of municipals to compile the lists of those who want and can open their own businesses. 

KBR President Arsen Kanokov asked about the statistics of the unemployment in the republic. According to the head of the state committee 23, 5 people are registered as jobless. The number decreased to 2, 5 thousand people within the summer period. By September 1, the portion of the jobless in KBR comprises 4,4%  among the economically active population of the republic. The average figure within the South Federal District is 4,2%.
