The President of Kabardino-Balkar Republic shall be the Head of State and Executive Power, Policymaker of the Republic of Kabardino-Balkaria. 

The President of Kabardino-Balkar Republic shall be the guarantor of the Constitution of Kabardino-Balkar Republic and of human and civil rights and freedoms.  

 The President of Kabardino-Balkar Republic shall adopt measures to ensure public safety and territorial integrity of Kabardino-Balkar Republic, shall ensure the coordinated functioning and interaction of the executive bodies of the State power of Kabardino-Balkar Republic with the federal bodies of executive power and their territorial bodies, bodies of local self-government and public associations. 

The President of Kabardino-Balkar Republic shall, in accordance with the Constitution of Kabardino-Balkar Republic, determine the basic objectives of the internal, interregional and foreign policy of Kabardino-Balkar Republic.

The President of Kabardino-Balkar Republic, as the Head of the State shall represent Kabardino-Balkar Republic in relations with federal bodies and authorities, state bodies of the subjects of the Russian Federation and in international relations.

Investment of a citizen with powers of the President of Kabardino-Balkar Republic is effected by the KBR Parliament upon presentation of the President of the Russian Federation for the term of five years.

Any citizen of the Russian Federation not younger than 30 years of age may be elected President of Kabardino-Balkar Republic.

On assuming office the President of Kabardino-Balkar Republic shall take the following oath of loyalty to the people:

 "I swear that in exercising the powers of the President of Kabardino-Balkar Republic I shall respect and protect human and civil rights and freedoms, observe and protect the Constitution of Kabardino-Balkar Republic, protect its security, territorial integrity and faithfully serve to people". 

The oath shall be taken in a solemn ceremony in the presence of Deputies of KBR Parliament and judges of the Constitutional Court of KBR.

The President of Kabardino-Balkar Republic shall appoint, with the consent of the Parliament of KBR the Chairman of the Government of Kabardino-Balkar Republic; shall approve the structure of executive bodies of Kabardino-Balkar Republic; shall appoint and relieve of their post deputy chairmen of the Government of Kabardino-Balkar Republic, ministers, heads of other enforcement authorities of the Republic of Kabardino-Balkaria; shall approve personal staff of the Government of Kabardino-Balkar Republic; shall have the right to chair meetings of the Government of Kabardino-Balkar Republic; shall adopt decisions on the resignation of the Government of KBR; shall dissolve the Parliament of Kabardino-Balkar Republic in the cases and in accordance with the procedure provided for by federal law and the Constitution of KBR; shall dismiss the heads of municipal formations in accordance with the procedure provided for by the law; shall nominate to the Parliament of Kabardino-Balkar Republic candidates for appointment to the post of Chairman of the Constitutional Court of KBR, Deputy Chairman of the Constitutional Court of KBR, the judge-secretary of the Constitutional Court and other judges of the Constitutional Court of Kabardino-Balkar Republic, Head of the Control and Accounts Chamber of Kabardino-Balkar Republic; shall coordinate with the Parliament of KBR a candidate for the post of the Prosecutor of Kabardino-Balkar Republic, presented by the Prosecutor General of the Russian Federation; shall appoint half of the members of the Election Committee of the Kabardino-Balkar Republic; shall form and head the Security Council of Kabardino-Balkar Republic, the status of which shall be determined by the republican law; shall form the administrative apparatus of the President of KBR; shall appoint a representative of Kabardino-Balkar Republic in the Council of Federation of the Federal Assembly of the Russian Federation from the executive body of State power of KBR in accordance with the procedure provided for by federal law; shall appoint and dismiss representatives of the President of Kabardino-Balkar Republic; shall bestow State awards of Kabardino-Balkar Republic; shall coordinate candidates for the posts of the heads of territorial bodies of executive power of the Russian Federation in KBR; shall implement other powers in accordance with federal laws and laws of the Kabardino-Balkar Republic.

The President of Kabardino-Balkar Republic shall submit draft laws to the Parliament of Kabardino-Balkar Republic; shall sign and promulgate federal laws;

Shall address the Parliament of Kabardino-Balkar Republic on the situation in the republic and on the basic objectives of the state policy of the republic; shall address the Constitutional Court of Kabardino-Balkar Republic in the cases and in accordance with the procedure envisaged by the Constitution of the Russian Federation and the Constitution of Kabardino-Balkar Republic, federal and republican legislature; shall present the draft budget of Kabardino-Balkar Republic and projects of the programs for the social and economic development.

  The President of Kabardino-Balkar Republic shall direct the internal policy of Kabardino-Balkar Republic and coordinate with the Russian Federation international and foreign economic relations of Kabardino-Balkar Republic; shall hold negotiations and sign agreements of Kabardino-Balkar Republic.

The President of Kabardino-Balkar Republic shall issue edicts and regulations; the edicts and regulations of the President of Kabardino-Balkar Republic shall be binding on the entire territory of Kabardino-Balkar Republic; the edicts and regulations of the President of Kabardino-Balkar Republic must not conflict with the Constitution of the Russian Federation, federal laws, the edicts of the President of the Russian Federation and the resolutions of the Government of the Russian Federation, with the Constitution of Kabardino-Balkar Republic and laws of Kabardino-Balkar Republic.

The President of Kabardino-Balkar Republic shall derogate acts of executive government bodies of Kabardino-Balkar Republic in the event that these acts conflict with the Constitution of the Russian Federation, federal laws, the Constitution of Kabardino-Balkar Republic, republican laws and the edicts of the President of Kabardino-Balkar Republic.

The President of Kabardino-Balkar Republic shall suspend acts of bodies of self-government, which conflict with the law, until the issue is resolved in accordance with the procedure envisaged by the law.

Guarantees of exercising his powers, his social protection, protection of honor and dignity of the President of Kabardino-Balkar Republic shall be determined by law.  

 The President of Kabardino-Balkar Republic shall begin to exercise his powers from the moment of taking the oath and shall cease to do so when his term of office expires and after a newly-elected the President of Kabardino-Balkar Republic has been sworn in.
