Days of Kabardino-Balkaria were held in the Federal Assembly of the Russian Federation

- said the President of Russia Dmitry Medvedev about the defense of the capital of Kabardino-Balkaria in the Great Patriotic War, presenting the head of Nalchik administration Zalimgeri Khagasov with the certificate conferring Nalchik the honorary title of  “City of Military Glory”. The solemn ceremony of awarding was held in the Kremlin, with the participation of Kabardino-Balkarian delegation headed by the President of KBR Arsen Kanokov.

On knowing about the terrorist act at the hippodrome President of KBR Arsen Kanokov went there immediately. The first minutes after the blast he spoke on the telephone to the President of the Russian Federation Dmitry Medvedev.  The head of the republic informed Dmitry Medvedev about the situation and told him about the measures taken to help the victims.  The President of the RF said he had ordered the Ministry Of Internal Affairs and The Federal Security Service of the Russian Federation that they investigate the case and take measures to ensure public order in the republic.

Arsen Kanokov took part in the meeting of the Youth Government of KBR founded in February of the current year. There are 15 ministers in the government headed by the Prime-Minister and two Deputy Prime Ministers. The head of the republic took part in the meeting for the first time. He attentively listened to each speech, gave sound pieces of advice on realization of ideas.   

First International Folk Festival of the Ethnic Art “Altyn-Maidan - Elbrus” was opened in the boarding house “Cheget” in Prielbrussie. It is held through the support of the Ministry of Culture of Kabardino-Balkaria and is timed to Balkars’ Rebirth Days. Dancing groups and actors from Tatarstan, Udmurtia, Chuvashia, Bashkortostan, Dagestan, the Republic of Sakha-Yakutia, Komi and the city of Tumen take part in the Festival.   

President of the Russian Federation Dmitry Medvedev signed the decree on the “City of Military Glory” on the eve of the 65^th  anniversary of the Victory in Great Patriotic War. Along with Nalchik this honorary title was conferred on Volokolamsk, Bryansk, Vyborg and Kalach-on-Don, a town in the Volgograd Region.

Today the president of KBR Arsen Kanokov made a traditional Address to the Parliament of the Republic. Members of the Federal State Duma of the RF, the Government, the Parliament, the Ombudsman, the main Federal Inspector for KBR, judges, heads of the Prosecutor’s office, Chamber of Accounts and Public Chamber, heads of municipalities, representatives of political parties, science, creative communities, confessions and public associations, journalists took part in the meeting.

The President of the Russian Federation Dmitry Medvedev arrived for a working visit to Kabardino-Balkaria.  He was accompanied by the Deputy Prime Minster, the Plenipotentiary Envoy on the North Caucasian Federal District Alexander Khloponin and the Director of Federal Security Service (FSB) of the RF Alexander Bortnikov. The President of KBR Arsen Kanokov, the chairman of the Parliament of KBR Anuar Chechenov and the Prime Minister of the republic Alexander Merkulov, met the guests at the Nalchik airport.

Question: Arsen Bashirovich, in the interview you gave to our Agency in July you convincingly proved giving examples and figures that the crisis management measures the KBR Government is taking are really adequate. Today, we may speak about the problems of getting over the crisis. According to the leading experts we have got to the bottom of it. How difficult do you think will be the process of "coming to the surface"?   

Answer: Since you have used the phrase I must notice that this process can lead to decompression sickness if we don't have knowledge and professional skills. Moreover, we can't underestimate the influence of the world financial crisis residual effects, the wave which is subduing but still is not harmless because economic processes are inert to a certain extent and we must remember about it. If to speak about coming to the surface we, actually, didn't sink. The crisis made us work in harder conditions and helped us adjust our plans and actions to these conditions. But I can assure you it affected the people of Kabardino-Balkaria minimally. We managed to prevent mass redundancy, made the work of the placement service more active, increased the unemployment benefit, organized retraining of people proceeding from the needs of the labor market. Besides, we render considerable help to small and midsize business simplifying the procedures of creation. 

A glass-furnace has been launched at a new glass-works in the town of Chegem of the Chegem District of Kabardino-Balkaria. It is working in a test mode but by the mid November it will work at full capacity. The project initiator LVT Ltd spent 1 330 mln. roubles on it. About 900 mln. roubles of the total sum are the credit of "Rosselkhozbank". 610 mln. roubles are spent  on the purchase of the equipment. Annual tax payment will be about 211 mln. roubles.  Annual gross output will be 800 mln. roubles (140 mln. product units yearly, the output is 160 tones of fluid glass per day).  Two out of three planned autonomous lines have been installed. Modern production of glass packaging using Czech equipment will enable to produce glass bottles of 50 grams to 3 liters.

The President of Kabardino-Balkaria told Olga Allenova, the journalist of the Publishing House "Коммерсантъ" about the reasons of extremism in the North Caucasus.

An Agreement on intentional training of specialists was signed between the Ministry of Culture of Kabardino-Balkaria and St. Petersburg State University of Cinema and Television (SPSUCT). The document is signed by the Minister of Culture of KBR Ruslan Firov and the rector of SPSUCT Alexander Belousov. Klim Lavrentiev, the secretary of the Russian Union of Filmmakers and Vladimir Vorokov, the chairman of the KBR Union of Filmmakers witnessed the ceremony.     

World Heavy Weight Free Style Wrestling Champion Bilyal Makhov won the vote for the best sportsman of September. He got 59,1 % votes of TV channel "Sport" viewers and visitors of Sportbox.ru, compared with Evgenia Kanaeva's 47,1 %, who won 6 gold medals at the World Rhythmic Gymnastics Championship. The names of Elena Isinbaeva (Track and field athletics), Irina Kalentieva (Bicycle Racing), and Egor Mekhontsev (Boxing) were also included into the voting list.
